LAPIN moderates three panels in CPDP LatAm 2021; see themes

LAPIN (Laboratory of Public Policy and Internet) will be responsible for moderating three panels during the CPDP (Computers, Privacy and Data Protection) LatAm 2021, which will take place between the 14th and 16th of July. Data, rights and security: perspectives on data protection in criminal prosecution and public safety in Latin America
07/14 – 12 pm to 1:30 pm – Room 3

The session aims to contribute to the debate on data protection in contexts of processing personal information for criminal prosecution and public safety, comparing different contexts in Latin America. Panel members will share their experiences to provide a snapshot of the state of the art of regulations on the subject in the region, as well as identify the main human rights risks that the lack of regulations on the subject poses to society.

Participating in this panel are Carolina Reis (LAPIN), Eloísa Machado (FGV), Pable Bello (Facebook/WhatsApp), Katitiza Rodriguez (Electronic Frontier Foundation) and Francisco Llamas (Mexico Data Protection Authority – INAI).

Digital Government and Data Protection in Public Administration: Data Sharing and Interoperability Experiences in Latin America
07/16 – 10 am to 11:30 am – Room 2

The session will consist of a roundtable to discuss mechanisms for sharing and interoperability of data by the public sector. The debate will seek to explore initiatives already implemented in Latin America and discuss the main challenges found to make these systems compatible with the implementation of general data protection laws. What was effective for this process will also be explored, based on the analysis of the principles applicable to this theme and the way in which data governance initiatives have sought to protect rights in the provision of public services.

Participating in the panel are Amanda Espiñeira (LAPIN), Jamila Venturini (Derechos Digitales), Veronica Arroyo (AccessNow) and Mila Gascó-Hernandez (University at Albany).

Let it flow: a conversation about international data transfers, trust, and governmental access to data
07/16 – 10 am to 11:30 am – Room 4

International data flows are very much essential in the digital economy and for data-driven societies. Such transfers help to foster business and trade opportunities, as well as serve law enforcement purposes. In this roundtable, we will examine the topic of transborder data flows by tackling, among others, the following issues: mechanisms and international frameworks for data transfers, how to build trust for data to flow freely, the importance of DFFs for international trade, and governmental access to data.
